What is the "public domain"?

A work is in the public domain if it is no longer under copyright protection, or if it failed to meet the requirements for copyright protection. Works in the public domain may be used freely without the permission of the former rightsholder.  The legal concept of the public domain as it applies to copyright law should not be confused with the fact that a work may be publicly available, such as information found in books or periodicals, or on the Internet.
